Voip Providers with International Calling Plans
When Voip providers came into the market, they offered services and features that the regular phone companies wouldn’t offer or will offer for an additional fee. One such service was free international calling plans that come bundled with some voip plans.
Some voip providers like Vonage offer free unlimited calls to a few countries outside of US and Canada with their regular unlimited calling plans. Some providers offer a slightly higher priced plans which would include unlimited calling in the US, Canada plus other countries. Thess plans generally have a lot more free calling countries, cost around $5 to $10 extra. Which still would mean great savings if you have families in those free calling countries and you call frequently.

In addition to the regular free countries US/Canada, the following countries are free with the plan.

Latin America: Chile, Sao Paulo, Caracas, Mexico City, Monterrey and Guadalajara.

Middle East: Israel.
US territories: Puerto Rico, U.S. Virgin Islands, and Guam
Unlimited Lingo Plan $21.95/Month
Lingo does not have a separate plan for international calling. But its unlimited calling plan does include 22 European countries as free calling countries. This is of course in addition to free Unlimited calling to US, Canada, Puerto Rico
Western Europe Countries: UK, Germany, France, Italy, Ireland, Netherlands, Belgium, Denmark, Switzerland, Sweden, Finland, Austria, Luxembourg, Vatican City, Norway, Portugal, and Spain
Australia, New Zealand
Singapore, and South Korea.
Vonage includes the follwoing countries in its free calling list with its regular unlimited calling plan.

Net2Phone Unlimited World Plan $39.99
Net2Phone probably has the biggest list of free countries in its World Plan. Total number of free countries in the plan is 60, though the price is also the highest compared to other plans.
